OPDEV is the explicit consideration of socio-economic and demographic interrelations in the formulation of development plans, policies and programs to achieve the nation’s development objectives at the macro levels and the desired behavioral outcomes in the household and individual level. (Herrin 1987)

Four Pillars of the Population Policy
Responsible Parenthood - The will and ability to respond to the needs aspiration of the family, freedom of couples to decide on timing and size of their families in pursuit of a better life.
Respect for Life - The 1987 Constitution protects the life of the Unborn from the moment of conception; abortion is unacceptable as a method of family planning.
Birth Spacing - Proper spacing of 3 to 5 years from recent pregnancy to enable women to recover from pregnancy and improve her potential to be more productive and also her well being.
Informed Choice - Couples and individuals will be provided with all the information and services on the modern methods of family planning to be able to make an informed choice/decision.

Organizational Structure of the Population Management Program
The organization structure illustrated below shows how POPCOM will coordinate the implementation of the Population Management Program.
At the central level, the three technical divisions of POCOM will ensure that the national government agencies reaffirm their pledges of commitment to the program. The central NGOs will be requested to submit copies of their programs and projects as well as annual reports of their accomplishments.
At the regional level, the regional population offices will coordinate with the regional agencies through the regional development council and with the local government units through the provincial/city and municipal population offices.
