The Metro Cebu Community Advocates Network
(Metro Cebu CAN) was organized on May 2004 at Tambuli Resort aimed to bring into Family Planning (FP) advocacy other urban poor coalitions and informal sector organizations in Metro Cebu. As started with the Cebu City United Vendors Association (CCUVA), PBSP Olango, BHW Federation, the network intends to broaden the base of support for FP advocacy in Cebu .Lleaders of community associations in ten urban barangays in Metro Cebu (Cebu City, Lapu-lapu City, and Mandaue City) represented by leaders of homeowners associations, multi-purpose cooperatives, and vendors associations from the major urban poor settlements formed Metro Cebu CAN.
Metro Cebu CAN identifies the following objectives to increase social acceptance of modern FP methods:
Objective 1:To increase awareness on FP (in addition to action
plan in Communicating FP in the community)
- Lobby for the creation of the City Population Office for sustained information dissemination on FP
- Conduct of orientation seminars/forums on FP/RH in the different barangays
- Information dissemination (house-to-house campaigns, distribution of IEC materials
- Adolescent RH orientation for the youth
Objective 2:To lobby for the creation of the CebuCity Population Office
- Mobilize FP advocates to pass a resolution requesting the City Council for the approval
of the creation of the Cebu City Population Office
Objective 3: To lobby support from the local government to provide
information and services on FP/RH for adolescents
- Orientation and dialogue with local officials on adolescent RH
- Organize the Metro Cebu CAN Youth
- Lobby for the accreditation of the Metro Cebu CAN Youth
Objective 4: To increase and improve basic FP services
- Lobby to Sangguniang Panglunsod to pass ordinance for the creation of the Cebu City
Population Office
- Lobby/advocate to barangay councils to allocate budgets for FP services from GAD funds
- Lobby to local officials to ensure availability of FP supplies and commodities in
barangay health stations
- Referrals of FP acceptors for periodic consultations
Objective 5 : To generate support from different religious groups in
the community for at responsible parenthood and FP programs
- Dialogue with leaders of other religious leaders in the community (Seventh Day Adventist,
Jehovah’s Witness, INC, Protestant, Muslims, and Catholics)
- Orientation on FP and Responsible Parenthood for community religious leaders
Objective 6: To strengthen the Metro Cebu Community-based FP Advocates Network
- Launching of the Metro Cebu CAN
- Consultation/dialogue with City Health Office and other government agencies
- Skills trainings on advocacy, communication and media
- Network building activities
