The Regional Population Office No.
10 started its operation in 1973. During that time, there
were 17 staff manning the office. The first Regional Director
was Mr. Romeo C. Balandra. He was followed by Mr. Alfredo
M. Ramirez.
Presently, Ms. Psyche P. Paler is the Regional Director.
She has been a Regional Director for more than 12 years.
Under her leadership, RPO 10 continues to pursue its commitment
in helping people attain a better quality of life and stands
firm on its corporate philosophy of prefessionalism, hard
work and excellence.

VISION

enable individuals, families and communities to secure for

MISSION
In
partnership with national and local government policy makers
and implementors, as well as community leaders, we will
ensure that policies, laws, plans, programs and projects
contribute to balancing Population, Economic Resources and
Environment (PRE) and that this is internalized by individuals,
families, and communities.
OBJECTIVES
1. To enhance the capabilities of partners and
clients in the integration of P-R-E in policies, plans,
and programs.
2. To create a receptive climate for the integration
of the Population-Resources-Environment (PRE) concepts in
policies, plans and
programs.
3. To build POPCOM's capability to undertake multi-dimensional,
people-centered P-R-E balance promotion work.
4. To generate and to manage financial resources required
to carry out objectives 1,2, and 3.
A
BRIEF HISTORY
1967
Seventeen heads of state including the Philippine President
signed the United Nations Declaration on Population, which
stressed: "The population problem must be recognized
as a principal element in long-range planning if governments
are to achieve their economic goals and fulfill the aspirations
of their people."
1970
The Philippine Population Program was officially launched
through Executive Order No. 233. The Commission on Population
(POPCOM) was mandated to serve as the central coordinating
and policy making body of the government in the field of
population.
1971
Republic Act 6365, known as the Population Act of the Philippines
was enacted into law by Congress. It stated: "For the
purpose of furthering national development, increasing the
share of each Filipino in the fruits of economic progress
and meeting the grave social and economic challenge of a
high rate of population growth, a national program of family
planning which respects the religious beliefs of the individual
involved shall be undertaken."
1972
Presidential Decree 79 was signed directing public and private
sectors to undertake a National Family Planning Program
which respects the religious beliefs and values of individuals.
1973
Philippine Constitution expressed government commitment
to deal with the problem of rapid population growth. It
provides: "It should be the responsibility of the state
to achieve and maintain population levels most conducive
to the national welfare."
1975
Presidential Decree 166 further strengthened the Program.
It required the participation of private organizations and
individuals in the formulation and implementation of population
programs and policies.
1976
Executive Order No. 123 attached the Population Commission
to the Department of Social Welfare and Development (DSWD),
as the population planning and coordinating agency.
1977
Presidential Decree No. 1204 amended certain sections of
PD 79. This ammendments further strengthened the powers
of the Commission on Population in order for the it to implement
more effectively its functions.
1987
The POPCOM Board issued the Aquino Administration Policy
Statement on population which states: "the ultimate
goal of the Population Program is the improvement of the
quality of human life in a just and humane society... The
achievement of this goal requires a recognition of the close
interrelationships among population, resources and environmental
factors."
1990
Executive Order No. 408 was issued placing POPCOM under
the control and supervision of the Office of the President
in order to "facilitate coordination of policies and
programs relative to population."
1991
Executive Order No. 467 was issued making POPCOM an attached
agency of the National Economic and Development Authority
(NEDA).
